At least there are tentacles.... To be fair, the story might have some perhaps uncoincidental similarities to "The Shadow Over Innsmouth (fiction)", told from a more sympathetic perspective; there is an unclear relationship between the "Deep One"-like character and some strange, apocalyptic astronomical event which marks a reboot of some sort of strange biological cycle.
