After his wife is attacked and murdered by a gang of feral kids, the main character begins seeing the kids everywhere in the form of a race of terrifying, hideous, blind hobgoblin-like creatures that live in the basements of abandoned public housing buildings, steal infants and lock them in cages, and sense little else but terror (which they seem to feed on). An unreliable source of information in the movie claims that the creatures are inbred mutant children abandoned by their parents, but the creatures can basically be compared to Arthur Machen's "Little People", or to Lovecraft's Martense Kin.

Synopsis (SPOILERS)

After his wife is attacked and murdered by a gang of feral kids, the main character develops a fear of strangers and open spaces, and begins seeing the kids everywhere in the form of a race of terrifying, hideous, blind hobgoblin-like creatures that live in the basements of abandoned public housing buildings, steal infants and lock them in cages, and sense little else but terror (which they seem to feed on). An unreliable source of information in the movie claims that the creatures are inbred mutant children abandoned by their parents, but the creatures can basically be compared to Machen's "Little People", or to Lovecraft's Martense Kin. The creatures menace the man and his infant son, until, under the guidance of an eccentric priest, the man finally overcomes his terror and drags a bomb into the basement where the creatures hide, blowing them to ending credits.
