These are Cthulhu Mythos-themed Print-and-Play board games.
More specifically ...
Mythos-Themed: These are lists of print-and-play games and game expansions featuring the Cthulhu Mythos. These lists do not include print-and-play games that contain a mention of the Cthulhu Mythos but are not generally Mythos-themed. (Yes, Illuminati has "The Servants of Cthulhu." No, that doesn't make it a Mythos-themed game.)
Print-and-Play: Print-and-play (P&P or PNP) games are typically board games that are only produced in an electronic format (usually PDFs) and distributed to players, who then use their own resources to print the files and create a physical copy of the game, as well as providing their own dice, tokens, and other supplies.
Board Games: This category is not strictly limited to games that use boards, but also includes games that use any combination of boards, cards, dice, tiles, figures, rulebooks, and other miscellanea. (But not Role-Playing Games or Collectible and Living Card Games.)
The print-and-play format is sometimes used to playtest games, so published games may have playtest copies floating around in a print-and-play format. They are not listed here.
Even though role-playing games and role-playing game supplements are often available in PDF and can be printed by the owner, those are not considered Print-and-Play games.
