The Goatswood Gnomes are from Ramsey Campbell's "Made in Goatswood".
Description
The eyes were grey globes set deep in pits; the noses were hooked like those of childhood witches she'd leafed over; the mouths grinned, revealing pointed teeth.

Gotswood Gnomes are grotesque, dwarfish little creatures made from living stone, made in Goatswood, that becomes animate on certain holy days throughout the year.
