Setting:  Modern England with American investigators; changing the setting might require some extensive work.  The background details refer frequently to WWII, the Cold War, and fall of the Soviet Union, and the scenario is set in a U.S. Air Force base in England, and some time is spent in describing the adjustments the English make to the American military base and American airmen, as well as the adjustments that the American PCs might make in visiting England. It may be possible for a creative Keeper to change the setting to post WWII West Germany, Japan, South Korea, or something similar with the help of some research, but it might otherwise be difficult to reset this in another era or country.  The PCs are assumed to be Americans for the sake of a couple descriptions, but I don't think it would require any serious changes to accommodate a party of English investigators, or visitors from anywhere else in the world, for that matter.
