Ngranek overlooking the city of Baharna on the island of Oriab.  The Harlot/Hag are actually dream-forms of an aged nun, the sweet Sister Evangeline of Kingsport, who in her dreams lures young men of the city to her shadoy, empty convent where, in the form of the Hag, she slays and mutilates them to help her construct her hideous Golem of Desire.
