The Denizens of S’glhuo are from Ramsey Campbell's "The Plain of Sound (fiction)".

Description

It was not human. It was too thin and tall, with huge pupilless eyes, and a skin covered with tiny rippling blue scales. The fingers were boneless.

The psychic Denizens of S'glhuo - the extra-dimensional beings that psychically project into human Dreams in the form of tall, boneless, blue-skinned reptiloids. They may be friendly or hostile, and seem to have knowledge of both advanced science and the Mythos.

The Denizens are capable of mentally projecting the instructions for constructing complicated technological and magical wonders across great distances: some Denizens of S'glhuo were reportedly visited the Severn Valley in the UK using a "translator" device that allows the "translation" of these extra-dimensional entities into physical sound, a form in which they can interact with the material world of waking Earth; plans for such a device are known to be among the many peculiar things found in the ninth volume of the Revelations of Glaaki, though it seems more likely that the Severn Valley device was transmitted to its builder in dreams.

It is not known if the blue-skinned reptilians are the only type of S'glhoans, but it is likely that the dimension is home to other life forms; some Denizens of S'glhuo belong to a cult of Tru'nembra, another sound-based entity from their dimension, which does not appear to be of their own species.
